2016 budget: "we will closely monitor the implementation of the budget by providing effective oversight' - Saraki

Saraki with the press shortly after the signing of the 2016 Budget
Senate President, Bukola Saraki has promised that the National Assembly will ensure its proper implementation through diligent oversight.
Saraki who joined Speaker Yakubu Dogara and other top government officials in witnessing the signing of the budget into law by President Muhammadu Buhari, said the responsibility is now that of both the executive and the legislature to ensure that the objectives and goals of the budget are duly realized.
He called on ministers, heads of departments and agencies to hit the ground running with the implementation of the various provisions made in the budget so that the expectations of the people can be fulfilled.
The Senate President also thank and commended Nigerians for their patience while the presidency to sign the 2016 Appropriation Act into law, and also promised that now that the budget has been signed into law people will start seeing the positive impact on the economy and their standard of living.
According to Saraki,  "On our own part as members of the National Assembly, we will closely monitor the implementation of the budget by providing effective oversight. We will also ensure that all necessary laws that will aid the transformation of the contents of the budget into practical policies, projects and programmes that will directly have positive impact on Nigerians will be put in place. That is why we have started the amendment of the Public Procurement Act to ensure that a substantial percentage of the money to be spent in the budget are made available to Nigerians through government patronage of Made-in-Nigeria goods and services."

President Buhari's speech at the signing ceremony of the 2016 Budget

President Muhammadu Buhari earlier today sign the 2016 budget into law. The president gave some remarks at the signing ceremony.
Read his remark during the signing below:
1. It gives me great pleasure today to sign the first full-year budget of this administration into law. I thank the leadership of the National Assembly, in particular, the Senate President and the Speaker of the House of Representatives, and indeed all members of the National Assembly for their cooperation in making this a reality.
 2. The budget is intended to signpost a renewal of our commitment to restoring the budget as a serious article of faith with the Nigerian people. This Administration is committed to ensuring that henceforth the annual appropriation bill is presented to the National Assembly in time for the passage of the Act before the beginning of the fiscal year.
3. Through the 2016 budget, aptly titled "Budget of Change’’, the government seeks to fulfill its own side of the social contract. The Budget I have signed into law provides for aggregate expenditures of N6.06trn. Further details of the approved budget, as well as our Strategic Implementation Plan for the 2016 budget, will be provided by the Honourable Minister of Budget and National Planning.
4. I shall be speaking in more details about the Budget, its implementation and the over-all national economic and social policies of the Government in my address on May 29th, God willing.
5. In designing the 2016 budget, we made a deliberate choice to pursue an expansionary fiscal policy despite the huge decline in government revenues from crude oil exports. This is why we decided to enlarge the budget deficit at this time, to be financed principally through foreign and domestic borrowings. All borrowings will however be applied towards growth-enhancing capital expenditures.
6. The signing of the budget today will trigger concerted efforts to reflate the Nigerian economy, a key element of which is an immediate injection of N350bn into the economy by way of capital projects. To illustrate our renewed commitment to infrastructural development, the 2016 budget allocates over N200bn to road construction as against a paltry N18bn allocated for same purpose in the 2015 budget.
7. Despite the current difficulties we will work extra-hard to achieve our revenue projections. Our revenue generating agencies are coming under better management and are being re-oriented. The implementation of the Treasury Single Account (TSA) is expected to contribute significantly to improving transparency over government revenues.
8. Our determined fight against corruption is resulting in improvements in the quality of public expenditure. The work of the Efficiency Unit, as well as other public financial management initiatives, are also contributing in this regard. The continuing efforts to reduce recurrent expenditures should hopefully free up more funds for capital expenditure in 2017 and beyond.
9. As I said in my New Year message, living in State House does not in any way alienate me from your daily struggles. I read the newspapers and listen to the TV and radio news. I hear your cries. I share your pains.
10. We are experiencing probably the toughest economic times in the history of our Nation. I want to commend the sacrifice, resilience and toughness of all Nigerians young and old who have despite the hardships continued to have hope and confidence of a great future for Nigerians. But permit me to say that this government is also like none other. We are absolutely committed to changing the structure of the Nigerian economy once and for all.
11. We are working night and day to diversify the economy so that we never again have to rely on one commodity to survive as a country. So that we can produce the food we eat, make our own textiles, and produce most of the things we use. We intend to create the environment for our young peoples to be able to innovate and create jobs through technology.
12. I cannot promise you that this will be an easy journey, but in the interest of so much and so many we must tread this difficult path. I can assure you that this government you have freely elected will work with honesty and dedication, day and night to ensure that our country prospers and that the prosperity benefits all Nigerians. God bless Federal Republic of Nigeria

President Muhammadu Buhari finally signs the 2016 budget

President Muhammadu Buhari today signed the 2016 budget. The signing was done in the presence of the Vice President, Professor Yemi Osinbajo, and the chairmen of the National Assembly appropriation committees who had arrived the Presidency for the signing ceremony.
Today’s event comes after the National Assembly submitted a clean copy of the budget to the President.
The National Assembly had in April transmitted details of the budget to the president after it had passed the bill on March 23, but the President returned the document back, citing omission of certain capital projects. This was worked on and sent back, but again the Presidency refused to sign.
Meanwhile, the government announced yesterday it had mapped out 34 strategic priority programmes and projects it intended to achieve with the 2016 budget.
These include a capital spend minimum of 30% annually, an appropriate and predictable exchange regime by the end of 2016, increased low interest lending rate of 9%, self-sufficiency in tomato paste in 2016 and rice production by 2018.
It also plans to increase local production of maize, soya beans, poultry and livestock and to stop import.

Meet the Unseparated Identical Twins as They Celebrate Their 100 Years Birthday (Photos)

A pair of identical twins Mary Belle Roach and Mae Belle Powell from Symsonia, Kentucky, who have never lived apart, still dress alike, get their hair done together, and live with each other in their childhood home, just celebrated their 100th birthdays – and they still can’t get enough of each
The pair have even taken to sharing a bedroom in case one of them ever needs anything in the middle of the night. They told in an interview that, “We’re together all the time; we’ve never been separated. That’s all we know: to love each other.”
The sisters, who are still known as ‘The Wallace Twins’ because of their maiden names, were born in their hometown of Symsonia on March 25, 1916 in the midst of World War I.
Over the course of their lifetimes, they have visited all 50 states, as well eight countries in Europe, together. The women, who are both widows, continue to remain active despite their 100 years.
Mae Belle insisted that if she is not with her sister she is worried, and they both agree that they simply can’t get enough of each other. “I need her all the time. We’ve had a wonderful, wonderful, wonderful life and still have it,” Mae Belle said.
As for their secret to living to 100, Mae Belle told Inside Edition its ‘good genes’, noting that their mother lived to be 97.  “We didn’t smoke cigarettes. We didn’t smoke that pot. We never drank beer,” she added.
